Message feature is used to Message 1st-degree connections ONLY. It means you are already connected with that particular lead. (This feature is available to Sales Navigator and LinkedIn Basic users.)

While InMail is where you can send InMail messages to your 1st or 2nd and 3rd-degree connections that are open link profiles. Meet Alfred can detect which profiles are open since LinkedIn hides them for security purposes. InMail contains a Subject in composing a message which has a formal way to reach to people you want to target. (This feature is available to Sales Navigator users only.)
